If your angular app is not served on /, but on a different url (say /admin), links generated with ui-router will not work when you open them in a new tab.
Fix this by adding this tag in your <head>:
<base href='/admin#/'>
Helper method:
def base_tag
tag(:base, href: request.path_info + "#/")
end
